Across the United States, the regulatory and financial landscape as it relates to renewable energy and energy efficiency varies widely. This is true across states, counties, cities and towns. While federal and state policies, regulations and incentives play a large role in facilitating or inhibiting RE/EE development, there is an emerging trend wherein local policy and financial mechanisms are playing a larger role in how RE/EE is developed. Many states and localities are developing and testing creative and unique policies, financial incentives and other programs that provide a model for circumventing the traditional influences over RE/EE development. Key examples to be examined include community and bulk solar purchasing models, on-bill energy efficiency financing, Property Assessed Clean Energy Financing, and new third-party financing and power purchase agreement models. New funding and financing opportunities are also emerging that support the growth of these new models. Interested stakeholders will gain a general overview of the aforementioned landscape, an in-depth understanding of the emerging financial models and policy structures that facilitate RE/EE development, and an examination of illustrative case studies that can be replicated on the state and local level in North Carolina.
